Centered within the oval is a gold shield whose left and right sections feature alternating horizontal stripes of red, white, and blue. The upper right and lower left sections of the shield each contain a vertical spear tipped with a red circular element. At the center of the shield is a smaller green shield outlined in gold, bearing a stylized white and gold flower at the top and two crossed spears in gold with white tips. Behind the central shield is a large silver stylized anchor, with the shank and rounded stock appearing above the shield and the flukes extending below it on each side.
