Corrosion inhibiting concrete grout or mortar for use in exposed metallic reinforcements, said reinforcements to be embedded in concrete; combination liquid and plasticized cement used to envelop both friable parts and topically applied corrosion inhibitors; and concrete grout or mortar using corrosion inhibitors
