The 2nd layer of the circular object is displayed beneath the outer layer of yellow, gold, brown and orange. The arrangement of "FIDELITY TO LAW & TRUTH" is displayed near the top portion of this 3rd layer, beneath the gold line of the 2nd layer, and centered. The arrangement of "& TRUTH" is displayed beneath the arrangement of "FIDELITY TO LAW" and centered. Down and to the left of "FIDELITY" is a leaf stem with 9 leaves attached, all in gold coloring. To the right of this depiction is a pillar with a scale of justice resting on top of it. The pillar contains 7 round and rectangular shaped objects that form the support to the pillar. Each rectangular-shaped object gradually turns from yellow to orange as it runs from the top of the pillar to the gold line from the 2nd layer and stops once it intersects the same.
