Position above the dome is a brown American eagle with black highlighting, white head and tail feathers, and yellow claws and beak, with out-stretched wings with a spear mounted red, white and dark blue flag in a slant position below each wing; the flags contain white stars resting on dark blue with red flag with white highlights, and yellowish brown spear tip and tassels.
